Since Wednesday afternoon (21 October) websites of public bodies and companies were in 'maintenance' or unreachable; by 23 October many were back, including the Hochschule für Musik Detmold, Hochschule Bielefeld, Universität Paderborn, Stadtwerke Bielefeld, Bielefeld's service portal, Stadt Gütersloh, Klinikum Bielefeld, the Lippe road-traffic office and Polizei NRW. Still offline at 18:00 on 23 October: the Kreis Paderborn and the Bielefeld fire brigade. It cites the BSI, Huntress, the federal CERT and the PHP security team, an IT expert's call to take unpatched systems off the network, the Cloudflare chief's statement to Sky News that there had been 'millions' of exploitation attempts worldwide, and a German parliamentary intelligence-oversight chair, Marc Henrichmann, calling it 'a turning point'.
